Avicenna Consulting International (ACIL) is a Pakistani consulting practice working in health systems strengthening, governance reform, policy development, and social sector programme management, with clients across the region and beyond.
Who we are
The firm grew out of more than three decades of public health leadership, and that history still shapes how we work today. We're one of the more experienced strategic advisory firms operating in Pakistan's development space, covering everything from early-stage national strategy and donor investment design through to programme delivery on the ground and the evaluation that follows it.
Our clients include bilateral and multilateral donors, federal and provincial governments, international NGOs, and private sector health enterprises, in Pakistan and across South Asia. We run full operations out of Islamabad and Peshawar, with working relationships that reach Punjab, Sindh, Balochistan, Gilgit-Baltistan, and Azad Jammu & Kashmir.
Behind each assignment is a network of 300+ senior professionals — researchers, economists, clinicians, governance specialists, data scientists — that we draw on to build the right team for the job, rather than sending out the same roster every time.
Our distinct advantage
