How we staff assignments

ACI works with a network of highly qualified associates who have held senior positions in the Government of Pakistan, WHO, the World Bank, ADB, UNICEF, academia, or the private health sector. Dr Qadeer Ahsan

Director, Health Systems & Humanitarian Programs

A physician and senior public health executive with over 30 years of international experience designing, managing, and evaluating multi-million-dollar health and humanitarian portfolios funded by FCDO, USAID, the UN, WHO, and the Global Fund. He specialises in health systems strengthening, primary healthcare integration, and multi-sectoral health security — notably leading large-scale “One Health” initiatives and antimicrobial resistance (AMR) containment strategies. A proven mixed-methods MEAL expert, he has established community-based surveillance systems, deployed real-time digital dashboards (DHIS2), and directed nationwide epidemiological assessments across complex emergency, fragile, and post-disaster settings in South and Southeast Asia. He holds an MBBS, an MPH, a Postgraduate Diploma in Global Health from the Royal College of Physicians (Ireland), and a certification in Humanitarian Response from Harvard University. He serves as an appointed member of the UK Government’s NIHR Global Health Research Funding Committee, a Strategic Advisor to WHO on national strategic planning, and a mentor for the Design Equity Action Leadership (DEAL) Fellowship with the West African Institute of Public Health.

Dawood Ahmad

Director, Public Finance & Governance

A Fellow Chartered Accountant (ICAEW), Chartered Accountant (ICAP), and member of the Chartered Institute of Public Finance and Accountancy (CIPFA, UK), with more than 25 years advising governments, development partners, and public sector institutions on public financial management, governance, institutional reform, monitoring and evaluation, and health financing. He has led and contributed to assignments funded by the World Bank, FCDO, the European Union, USAID, AusAID, UNFPA, the Asian Development Bank, GIZ, and other partners across Pakistan, Oman, Qatar, and Europe. His work spans PFM reform, budgeting and medium-term expenditure frameworks, FMIS/IFMIS, accounting and reporting reforms, fiscal governance, institutional assessments, expenditure reviews, performance management, and fiduciary assessments — strengthening accountability, transparency, and service delivery outcomes across public finance, health, water and sanitation, agriculture, parliamentary strengthening, local government, and public enterprises.

Aizaz Asif

Director, Public Policy & Institutional Reforms

A senior public policy, governance, and institutional reform specialist with more than 25 years supporting governments, legislatures, development partners, and civil society organisations in Pakistan. He has worked extensively with the European Union, GIZ, UNDP, DFID/FCDO, the Asian Development Bank, DAI, the Aga Khan Foundation, and the Pakistan Centre for Philanthropy on public policy, governance reform, public finance, decentralisation, parliamentary strengthening, and political economy analysis. He currently serves as Deputy Team Leader and Technical Lead for the EU-funded, GIZ-implemented Mustehkam Parlimaan (IP5) Programme, and conceptualised and spearheaded the establishment of Pakistan’s Parliamentary Budget Office (PBO). He has led the development of strategic plans for the Senate of Pakistan, the National Assembly, and Provincial Assemblies, and designed budget analysis tools and fiscal oversight frameworks. His earlier work includes Pakistan’s national decentralisation programme, local government frameworks, education and health-sector financing reforms, and public expenditure reviews.

Dr Muhammad Ahmed Isa

Director, Coordination & Management

A senior development and public sector leader with over 32 years of progressive experience in Pakistan, specialising in country-level coordination, multi-donor portfolio management, and high-level government engagement. He has worked with national and provincial governments, international donors, and multilateral organisations — including USAID, the Aga Khan Foundation, and The Asia Foundation — with direct engagement in governance, humanitarian coordination, and service delivery for mobile and vulnerable populations. He is recognised for translating political, institutional, and development priorities into strategic frameworks and operational programmes, and for strong diplomatic, negotiation, and representational skills with senior officials and international stakeholders.
